This accessibility statement applies to the Chorley Council website and the South Ribble Borough Council website:
These websites built on identical templates, and are run by Chorley Council and South Ribble Borough Council. We want as many people as possible to be able to use the websites. For example, that means you should be able to:
- change colours, contrast levels and fonts
- zoom in up to 400% without the text spilling off the screen
- navigate most of the website using just a keyboard
- listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA, VoiceOver and TalkBack)

How accessible the websites are
We know some parts of the websites are not fully accessible:
- the map page has an unlabelled button and visual headings that do not have appropriate heading tags

Non-compliance with the accessibility regulations
Main websites
There are some minor issues with the heading hierarchy on the homepage of both sites. This fails WCAG 2.2 success criterion 1.3.1 (Info and Relationships).
We plan to correct the heading level issues by September 2025.
Visual headings on the map pages do not have suitable heading tags. This fails WCAG 2.2 success criterion 1.3.1 (Info and Relationships).
We plan to add appropriate heading markup by September 2025.
There is a tooltip that appears on mouseover in the IDOX form, that is not currently dismissible or hoverable, and is not accessible for keyboard users. This fails WCAG 2.2 success criteria 1.4.13 (Content on Hover or Focus) and 2.1.1 (Keyboard).
We plan to move this information onto the body of the page instead by September 2025.
The ‘report litter bin’ buttons on the map page do not have clear programmatic labels. This fails WCAG 2.2 success criterion 4.1.2 (Name, Role, Value).
We plan to give these buttons clear labels by September 2025.
Civica payment portal
Within the Civica payment portal we have identified the following accessibility issues:
- visible focus indication on the purple buttons is not sufficiently clear. This fails WCAG 2.2 success criterion 1.4.11 (Non-text Contrast).
- there is no financial error prevention within the portal. This fails WCAG 2.2 success criterion 3.3.4 (Error Prevention (Legal, Financial, Data)).
- error messaging within the portal is not announced by a screen reader. This fails WCAG 2.2 success criterion 4.1.3 (Status Messages).
We have communicated these issues to Civica, who are responsible for the maintenance and development of this payment system. We will work with them as necessary to resolve this. We will review these issues again by January 2026.
Content that’s not within the scope of the accessibility regulations
PDFs and other documents
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.
Any new PDFs or Word documents we publish will meet accessibility standards.
What we’re doing to improve accessibility
We plan to identify and fix issues with accessibility as soon as issues are discovered. Where issues are identified that require resolution by external suppliers, these accessibility issues will be raised with our suppliers in order to resolve.

These websites were last tested on 23 May 2025. The websites were tested for compliance with the Web Content Accessibility Guidelines V2.2 level A and level AA, and the test was carried out by Web Usability.
